Strategic HR Business Partner

Salary:  £48,747 - £55,845 per annum

In this role, you will work as a strategic business partner with leaders, key stakeholders and HR colleagues to shape, develop and deliver strategic HR and people activities and solutions in line with the needs and priorities of the division(s) or service applying a proactive HR business partnering model.

You will proactively apply HR business partnering activities i.e. workforce and resourcing planning, employee relations, advice and support, service/organisational change, developing people management capacity and sustaining strong working relationships to achieve strategic priorities.

You will also Lead a team of HR Business Partners and HR Advisors to successfully deliver HR and business objectives.

Principal Accountabilities

  • Provide inspirational and professional leadership to the HRBP team, strengthening skills and competence and fostering a strong culture of teamwork, performance and accountability, through learning, coaching and development.


  • To devise strategies for the planning and management of people including workforce planning, employee relations and organisational change for division(s) or service, to meet current and future business needs in line with the priorities and commitments in the Council Delivery Plan and workforce strategy.


  • Provide high quality HR advice and guidance to leaders, i.e. Directors and senior managers on complex staffing issues relating to both individuals and groups of staff, that supports and promotes the employee experience.


  • Provide high quality advice to managers undertaking formal processes i.e. disciplinary, grievances, ill health and capability at different stages including preparing and attending conciliation or employment tribunals.


  • Enable reflective lessons learned of HR activities with HR colleagues, managers and key stakeholders looking at the processes followed, recognising good practice, listening to feedback, improving, and learning from practice.


  • Keeping up to date, maintaining and preparing policy and legislative changes as required to support the ongoing delivery of HR activities.


  • Create plans and approaches to improve the learning and development of people managers to address key people related issues i.e. employee relations, recruitment, talent management, retention.


  • Maintain accurate record keeping of HRBP activities to use for data analysis and identification of workforce trends to support strategic decision making and future workforce planning to ensure continuous improvement.


  • Build and maintain effective working relationships with supported Directors and senior managers, trade unions and other stakeholders, to ensure HR advice supports delivery of positive outcomes.


  • Provide, communicate and present quality HR data and management information for strategic and operational meetings and discussions to inform current and future people activities and trends to drive improvements and increase performance.


  • Lead on the improvement, management, allocation of resources, and performance of the HR function, ensuring that overall objectives are translated into effective plans and that the service is efficient and locally responsible.
