Head of Contracts, Investment and Compliance

The Head of Contracts, Investment and Compliance (CIC) will have overall responsibility for the maintenance, repair and investment in Rotherham Council’s c. 20,000 council homes. The post holder will lead and deliver on all matters relating to repairs, maintenance, mechanical, heating and gas services, health and safety requirements, legal and statutory compliance, capital planning and investment and delivery of the Council’s repairs and asset investment strategies.

The post holder will have responsibility for the commercial, operational and financial delivery of RMBC’s 30 year investment programme to assets. The post holder will also be responsible for leading and delivering effective, efficient and customer-focused repairs and maintenance contracts to council homes, including through our two repairs and maintenance contract partners EQUANS and Mears, as well as a 365 day, 24 hour repairs service.

The post holder will be the ‘responsible person’ and ‘duty holder’ in terms of the Health and Safety at Work Act ensuring capital investments and repair work streams are compliant with legislation and regulations. They will lead a specialist Compliance Team, taking responsibility for the legislative and practical requirements of compliance for asbestos, fire and electrical safety, water hygiene, gas safety, decency and energy efficiency for housing property.

The post will oversee significant annual investment, ensuring defined service and contractual outcomes are achieved and improved upon. The post holder will also develop and implement a strategy to improve thermal efficiency and decarbonise Rotherham Council’s council housing.

The post holder will lead one of five Housing Services teams within the Adult Social Care, Housing and Public Health Directorate. The other teams are Strategic Housing and Development (SHAD); Housing Options; Business and Commercial; and Housing Estates Services.

Shortlisting and interview criteria

  • Substantial and successful direct leadership and management experience within the specialisms of this post, including policy and strategy development; initiating, leading, and managing complex delivery programmes; procuring and managing complex, high risk contracts; and delivering a high-volume customer-facing service.
  • A demonstrable track record of building and sustaining performance and compliance internally, externally and via contracted partners, and ability to draw on data and best practice to create, implement and embed continuous improvement in service delivery.
  • Successful budget management experience, including evaluation of competing budgetary priorities within tight financial limits and overseeing a large, complex capital programme.
  • Knowledge and demonstrable experience of Local Government democratic processes, and understanding of the political context, and relevant legislative frameworks and Government policy agendas.
  • Knowledge and demonstrable experience of implementing current and emerging legislation, regulations and policy, including those relating to building and fire safety, electrical and gas safety, social housing decency standards, damp and mould, asbestos, energy efficiency and the net zero agenda.
  • Experience of applying risk management in setting strategy and in identifying and managing principal risks to achievement of objectives, including effective workforce planning.
  • A demonstrable track record of effective leadership of teams, including performance and talent management, workforce planning and promoting an inclusive culture.
  • Experience of performance management and quality assurance processes in service delivery, including the pursuit of best practice and value for money.
